Accident or not, the person who owns it has the decision whether to press charges or not. I personally don't believe that one cop should represent the force as a whole. My main reason is for that fact that they do far more good than harm. Within your first reply to my statement you've made an assumption that IF he were foreign, I'd be telling him how misinformed he was. Which, I wouldn't have. Stop making assumptions. The camera man didn't say that with intentions to hurt the handicapped man. He wanted the man to be tased for a. a huge hit on Youtube, and/or b. proof that police brutality is a problem today in society.
as much as I'll sound like a dick for this, the video doesn't show what happened BEFORE the cop came and tased him. The guy might have actually broke the law, but we don't know that since it only shows the cop about to tase him and not why the mentally handicapped was getting arrested in the first place. If it's explained in the video description then my sympathies to the Handicapped guy.
Why the fuck did he have to use an extreme measure such as taser, that's fucked up. The guy was just standing, he wasn't running away or something.

What kind of douche caretaker/knowing adult waits till after the guy gets tazed to even mention to the police officer the man is mentally retarded? I'm really interested in knowing why no one can get any background information on this, if this is what really happened.

You don't need to tell someone else that a person is mentally handicapped, its obvious. Yes, but being he doesn't probably understand how the world works, he might have done something that called the police. and maybe the cop was either a Sadist, or didn't know what to do with a mentally handicapped person. Hell this cop might have never encountered a mentally handicapped person in either his career or his entire life! This is either Police brutality, or an arrest gone horribly wrong. If the mentally handicapped guy was getting arrested for a legitimate reason then the cop just handled it in the most drastic way possible. I mean he could have just called for backup, explained the situation, and they might have done the right thing to handle it. I'll be honest I don't know what the police of the United States do when they encounter a mentally handicapped person (Autistic, Asbergers, Downs Syndrome, etc.) But tasering the poor guy is definitely not how you handle it. And I would like background information as to what was the reason the officer pulled his Taser out and why this mentally handicapped person was being arrested. Not to point at the handicapped person and say "lol he deserved it after all" NOR to side with the police officer. Again If this was a legitimate arrest or some sadist cop with deep bigotry against people with Mental disabilities. Also I have Asbergers, so I know what it's like to have a disability that affects our life, family, and friends.
If he was really that scared he should've just riot cuffed him with those zip ties. Even that's a little much, but understandable if he was afraid of an outburst. This guy just seems like he wanted to use his taser. Too bad you can't call the police on the police.

It's really fucking insensitive to wait till after the the tazing to start shouting, "The guy is a fucking retard, he's only 2 in the brain!" People who believe this is what truly happened when it's obvious this video was edited and there was little to no given information for some odd reason, nor any news report really need to atleast think this out.
