The Hippocratic Oath can be extended to include indirectly allowing a person to come to harm, such as refusing to treat them. Any doctor worth their salt would have helped him, and they would have treated him just the same as anyone else - anything less is going against their sacred oath.
I've never seen anything this extreme before, but isn't reckless driving pretty common in that area? Like passing across the center line on what is basically a highway.

IIRC insurance companies over there will do anything to not do shit for you, so in order for anything to happen if they pull something fishy, a dashcam that shows the incident will get you somewhere.

Its more like theres a much higher number of people in russia who have a "fuck everyone but me" attitude, so if you file a claim against someone and they don't admit to it (protip: they won't) the insurance companies and law enforcement literally cant do a thing unless you have proof in video form. Especially since witnesses aren't counted as actual proof, when many times people will just bribe witnesses to lie.
But yeah its also because theres a very high rate of insurance fraud in that region which means your claims are taken less seriously if you have no proof and no admittance by the other party. Not to mention there are several cases of people who had done stuff like pretend they were hit in the middle of the road near where a cop is, and say that you hit them, making it so they can sue you for lots of money. Such scams were very common, but they obviously don't work if you have a dash cam - since the video proof says otherwise.
