There's two ways to counter this: A.) don't play one character excessively. You should be able to do most of a world if not all of it with one. Then drop and do the other side as the other character (or, if you really feel like it, a different world in the set but still). The game pretty much expects you to do it this way because it gets awkward if you don't. B.) make a reserve deck of Drop-Me-Nots, and if your drop meter is getting low outside of battle switch to it and use one before continuing. If you're reaching a boss fight with dangerously low Drop gauge and figure you won't make it to the end, drop manually and then drop again to refill the meter and fight the boss more comfortably.

The only time you should really try to game the system is when you're not progressing but more passively grinding or searching for things.

I usually just instantly drop the character that is farther ahead than the other. No bonuses for doing that but there you go.

I'd favor a split story like BBS except that the story is meant to be experienced by both characters at the same time. The two character's stories constantly reference each other in a way that if you could play a character's entire story then it would spoil the other character's story.

Kinda sucks but I didn't have a problem with the system so whatevers.

I guess I'm glad they're giving us something, but realistically I'd think we should have had kingdom hearts 3 ages ago.
