I have two methods for good slow/smooth camera pans. One is to find where you want the camera to end with a marker, but then extend the marker outward past where you need it to slow the movement down.
And the other is to just run that shot in slow motion, and replace all of the audio in post.
I mute all of my rendered clips and replace the audio anyway (it's makes the sound more consistent between shots and improves the mix), but this particular method might not be as appropriate for you.

You could up the graphics a little if at all possible, and play with people that don't lag as much because I saw connection lag here and there. I think it was pretty good overall though, especially because it was just normal gameplay that you edited. The angles of the shots were also very nice, kept a good pace going.

I would assume so. I would really suggest using mods only on FiveM multiplayer because technically you're not connecting to rockstar's online mode.
