This is a good question. Is something more legal because it's a "prank" and they put it on youtube? It's very subjective, but was if one of those girls were really made uncomfortable? Does anyone have right to slap anyone in any form without consent? Would it have been okay if he slapped only one girl? Would it have been okay if she wasn't on a beer bike?
There's a difference between a joke like this and a pervert running up behind some girl and taking a firm grip of her ass and squeezing it.

The only harm can come from someone having emotional problems, which in this situation you could link to sexual harassment. What if I had some emotional problems and someone saying "frog" would cause me attacks of hysteria? Should saying "frog" should be made illegal and everyone saying that should be punished by law? I'm taking it to extreme obviously but you get the point I hope. Different people react differently to the same thing. Just because some people feel worse about something doesn't mean everyone should be punished for something that is harmless itself. One might think that getting slapped on the ass is fun the other might feel bad. Should everyone be punished? Just because a group of people doesn't feel good about something it doesn't mean that everyone else should be punished.

There are things that only exceptions would consider okay and there are things that only exceptions would consider bad. Something that is considered harm only by people with some emotional trauma should not be illegal. If you were to follow that logic everything should be illegal because there will always be a person who hates something and is emotionally hurt by it. Since apparently right now we need special-punch-judges to tell whether it was a harmless touch or an attempt to hurt someone. Because you can't define a boundary when a touch becomes sexual harassment or an attempt to hit someone. Lets make it illegal to walk behind someone because there will be some people who might get scared that they will get attacked from behind and cause them emotional trauma. etc, etc. Things that harm people should be illegal. Not things that might be harmful to some. Because, like I said, if you were to make illegal everything that might be harmful based on subjective perception, everything would be illegal.

If this was 10 years ago, the mere thought of the idea it being illegal would be ridiculous. An argument would be unheard of. Everything someone does now is questioned under the law, and society is the one breeding this kind of bullshit. It's just fucking sad.
