These laws are flawed though, and the movie "I Robot" showed us that.
Rule 1 could be interpreted that humanity is not fit to rule itself since there are an infinite number of possible ways a human could be harmed, whether it be physical or psychological.
Rule 2 is overridden by rule 1 because the robot is required to act on behalf of the human in harms way, and not allowed to take orders that allow the harming of a human.
Rule 3 can be corrupted by both former rules in such the robot can protect itself to fulfil its other objective of preventing human harm.
Basically you end up with Skynet controlling all humans to prevent them from harming each other, and robots being armed to the teeth to protect themselves.

During the first section, I was thinking it could effectively retain memory of its surroundings, if the 3D visualization was gradually added to by taking its position/head rotation into account, instead of simply displaying its field of vision.

While this is cute, it's still just a state machine. Every reaction these robots display have been programmed in advance and are limited in number. I'll only be impressed by robots once they can follow routines that were not explicitly defined in code by the programmer in advance. I.E constructing a routine on its own, factoring in all variables it can sense/read, rather than just sensing the variables and matching them towards a pre-programmed routine.

How do we define "sentience" anyways? The robot sees itself, learns what it is and what others of it's kind are. Sure, the responses are stock, but things like Cleverbot are coming closer to emulating speech that makes sense (cleverbot website does not count, I'm talking about the [url=http://cleverbot.com/human]off site one[/url]).
Robots like ASIMO have long been able to [url=http://science.howstuffworks.com/asimo.htm]make decisions based on their environment[/url]. Other robots can [url=http://www.gizmag.com/robot-biomass-energy/10972/]produce their own energy[/url], [url=http://www.guardian.co.uk/technology/2010/aug/09/nao-robot-develop-display-emotions]emulate emotions based on memory and conversation[/url], etcetera etcetera.
I think artificial sentience is there, it just hasn't all come together yet.
Once it [i]has[/i] come together, I think the only question left is that of a philosophical nature. "Are you truly sentient because you're made to be?"
