I find the whole argument of "Valve is making Source 2, so they must be making it to make video games" kind of misguided. While that's true (and they have made at least one game using Source 2), they also could just be switching to the same approach that Unity has taken. The guys behind Unity haven't made one game with their engine. Instead, they develop the engine and let others make games with it.
Valve isn't currently licensing Source 2 to anyone.
Also, why would they keep on hundreds of people whose sole job is to develop video games if not to develop video games? Surely if they were as greedy as everyone shits about, they'd have long ago fired everyone nonessential to keeping Steam running and just had even more piles of cash. And they'd have just kept all the money for themselves instead of investing in to a larger office with more employee space.
They aren't licensing it because it isn't ready yet. It's also not really going to a licensed engine. Anybody can use it without cost as long as their game gets published to Steam. They confirmed this last year.
As for "why keep people who develop video games", for all we know, all they're probably doing is working on Dota 2 or CS:GO. Hell, a lot of the Dota 2 team came from TF2. Even then, if they are working on anything totally new, it's probably going to be something to do with SteamVR, rather than HL3/L4D3 or this unknown RPG.
And you have to remember one crucial factor about Valve as well. People work on what they want to work on at Valve. For now, it seems like most just want to work on changing up Dota 2 and CS:GO, with some SteamVR projects probably sprinkled around here and there.

Posted 23 hours ago. Half Life 2 Episode 3 confirmed.
Maybe he doesn't want to make a general gaming news network and just wants to report news about anything interesting going on at Valve?
It's almost as if he's doing what he wants.
That's cool but if I was doing wild conspiracy theories about a single business and reports on updates I'm pretty sure I'd wonder what I'm doing with my life, and I'm pretty sure nearly everyone else would do the same
He obviously wants to report video game news, and I get that, but he's limiting himself to having to do bullshit theories and singular updates for a game. If he expanded out he would have so much more room for his theories to be actually valid ones.
My point isn't about what he wants, it isn't even about how many subscribers he has or could get. My point is about what more he could do with the skills he has and his effective presentation.
Seeing as hl3 is just a port of Half-Life 2 to Source 2. As proven by the Portal VR Leaks this entire video is pointless. As we knew about this RPG for a while and it'll never be a Half-Life game.
"Hey dude you think Valve is gonna release a game soon?"
"I dunno"
VNN: VALVE RELEASING NEW GAME, DETAILS INSIDE!!!
It's just speculation guys. If you're not into it, no biggie.

Bear in mind they also have regular peer reviews. If someone isn't being productive enough and is called out by his co-workers, it's possible people like Gabe have to get involved. At the worst they could get sacked.
If we assume that the devs went from Portal 2 to Dota 2, then right now they have probably moved to something else. I do remember they made a lot of new art assets for de_nuke, and we know they did The Lab, but whether that was enough to cover how much work-time was spent since Dota 2's release is something we'll probably never know.
Like, what have the character designers been doing since Dota 2's fairly high rate of production? Going from making a new character every couple of weeks to nothing? I doubt that. What happened with those leaked L4D2 plantation screenshots from like 2012? What happened to Source 2: Filmmaker?
Really, I'm sure they are, or they are going to make a game with Source 2. But since we don't know the current state of the engine, we don't know how long it's been usable for gamedev, or if it's even usable at all yet.
I mean, I can't believe all of the game devs are working on just TF2/CS:GO/DOTA2 and while I know a number of employees are multifaceted it's hard to imagine everyone not working on those three are working on Source 2/Vive/Steam.
