I'm french and I can tell you, most our movies are shit. but every now or then, a pearl pops up.
I'm a fan of movies by Jeunet and Caro. You probably know Amelie, but you might not have heard about "La cité des enfants perdus" (City of lost children) and "Delicatessen" which are two movies with a very bizarre style, steampunkish at times.
