Muppet-style puppets are usually made out of;
- foam (different thickness for different purposes, normally for the torso, hands and head)
- Fleece (the official muppets use antron fleece for skin like my puppet)
- Felt (for the inside of the mouth and detailing)
Depending on the type of puppet you want to make affects how you build the head.
Miss Piggy's head for example is made from carving the shape directly out of a single block of foam, whereas Kermit's head is completely hollow with only the fleece creating the shape along with your hand.
His mouth is also made from gasket rubber instead of the usual cardboard or plastic, so that it can flex.

One thing worth mentioning is due to the way they're built, they're not toys of course. They're susceptible to damage and decay fairly easily over time and use, so depending on what you want it for, a basic toy puppet is often just as good.
Assuming you want a rod-style puppet (where the arms are controlled by two metal/wooden sticks), you'll probably want to learn how to perform both arms by holding both sticks with one hand.
Another technique worth learning is how to perform the head properly. Most people that play with puppets open the hand from the top, breaking all eye contact and making the head look like it's flapping. I see this all the time on YouTube videos. The correct way is to bob your hand forward slightly and lower your thumb. This way the mouth opens while keeping the head straight and the eyes focused.
One last piece of advice I could give, is that when positioning the focal point of the two eyes during puppet building, it's best to make them slightly cross-eyed. This gives the eyes focus onto a single point when they meet in the distance. Otherwise they look vacant.
Project Puppet offers some basic head shapes, patterns and common styles, but ultimately it's better just to use them as a base and develop your own. It doesn't hurt to learn from them though, and they'll still create some awesome looking puppets.

[B]Edit: [/B]Also be warned if you intend to find one to buy/sell. Disney is extremely strict when it comes to selling replica puppets and can and will shut down any auction they find, sometimes with more unfortunate consequences afterward too. It's due to this reason that most puppet builders wont build a replica for you if they offer commissions, so your best bet is building one yourself. There are also a ridiculous amount of people in the puppet community pretending to sell replicas that will take your money and run too, so be wary of that.
