Only <5mW can be imported, laws govern the class & licenses, offensives (like pointing a laser at an aircraft).
It's not classified as a weapon, it is no more danger to anyone than a kitchen knife

Even 100W can't burn through walls effectively. I once burned through a razor-blade with a [b]focussed[/b] 10W and a a 55W laser. It works when the waist is small enough (200-50 µm). But as big as the laser-beams are in that video (2-10 mm), it's not possible.
For burning through a wall I'd suggest using an industrial 100 kW CO2 laser (focussed of course).

he probably works somewhere that deals exclusively with industrial cutting or something
don't bother, even if you could get your hands on an industrial cutting laser, it's not going to saw through houses from a mile away. plus you'd need nothing short of several welders masks and a HAZMAT suit.
I know some people have succeeded in over-volting laser diodes in the past to get more power out of them, and water-cooling them on top of that. Wonder if that'd work with one of these...
