Unfortunately, for the most part they do. Creepy people usually have social skill problems and thats why they seem creepy. They don't fully understand how to adapt to society. If this guy is making this whole thing up(which I doubt because its WAAAAAAAAAAAAAAAY to elaborate) for laughs he's a sick a-hole. If he's doing it as a character study for something more serious than maybe he's not so bad. I'm going to stand by he's severely autistic so this isn't funny so much as disheartening and not because of how he acts, but how others do.

It matters not if he's impared, he's being a creep and people are entitled to their own opinions regardless of wether or not people like [b][u]YOU[/u][/b] decide for the rest of the world - through what you call morals - that his disability makes it so the rest of us don't have any thoughts about his actions.
Its different with the situation, though. If we saw this guy in a grocery store, its called being polite when you pretend he's not there, and whatever he does just slips through the cracks. When you're back home - As we all are right now - you're entitled to think what you want because thats how humanity works.

People are entitled to their opinion when they full understand what the hell is going, especially about other human beings. People are killed 100% of the time because of fucking misunderstandings and opinions. This guy is obviously proud enough of what he makes that he wants to show the world what he has made.
