What's the point of a drivable batmobile if you can't run people over? I'm going to assume murdering people isn't allowed

I mean, shit, Bane was drugged up, but he recovered from a high-speed Batmobile ram to the gut and into the ocean in the first game.
Arkham Oranges was a tad bit of a letdown for me. Despite having some really nice touches like a bigger city, impressive boss fights, and some fun new enemies, there was just something off about it. Plus Blackgate Prison. SO MUCH FUCKING LAG. WHY WAS IT NOT OPTIMIZED BETTER. I was getting 1 frame per 3 seconds.
