Well maybe it is now about a sadden and emotionally deprived Pikachu. Who after the loss of his beloved master Ash to a mysterious/unsolvable circumstance, and years of teaching himself how to talk to humans to work with law enforcement, turns to solving other people's cases to somehow feel a sense of success, when otherwise his real mystery has never been solved. His turn to alcohol and chain smoking has lead poor Pikachu down a slippery slope that has aged him more then one can imagine.

nope, according to nintendo he's speaking en...japanese..... which means he can't do pokemon moves

.. what? What does a Pokemon speaking Japanese have to do with being unable to do their moves? Are they literally saying, "Shadow Ball," when they have to launch it, not just requiring the trainer to say it? That doesn't even make sense.

Meowth is able to speak to humans and yet he can do his moves. What point are you trying to get at?

The games and the anime are admittedly different continuities (and at times rulesets altogether, whether it's environmental factors, Pikachu not really running off of level logic at all, moves being nothing like the games, etc etc.), but it's still a legitimate factor seeing as the only Pokemon in the games that says their own name anime-style is Pikachu - the rest still use various sounds that aren't even Pokemon-speak, plus there's no implications (besides the Trainer's calls) for move usage and limitation involving vocal commands. Ever.
