He tells the canadian to come forward and sign again, the second he hears him sing the canadian anthem he kills him with a single shot to the head.

As far as I'm concerned, if people are getting mad, and general rage, it's griefing. Cheats are just tools that make finding the right people easier. Being picky about it like that is dumb, since it's really all the same. The reactions are golden nonetheless.

I think if you are doing that you should be more creative than cheating or teamkilling. I remember the DayZ (?) videos, where a guy trapped someone in a house and made other people side with him against the victim. That's actually interesting and funny griefing.
