Look at Counter-Strike: Global Offensive. Extensive effects, props and details in the maps could not only affect framerates depending on the variables that are radically different gaming rigs in the competitive scene, but fogs and props could diminish visibility of objectives and other players. So Valve not only toned some stuff down but have special versions of certain competitive-favorite maps that are almost bare-bones for the sake of evened play.
With everyone and their mother trying to get in on e-sports and a serious competitive scene now, and with console memory limitations forcing developers to have to do quick disposals of destroyed objects or preventing lingering effects, it mixes and matches together for many shooters to just avoid excessive effects in multiplayer shooters rather than going for graphics porn. It's less taxing on hardware and usually more clean for even play.
Singleplayer shooters only have console memory limitations and developer effort as an excuse.

For clones, the replica soldiers showed a lot of personality.
The Replica Soldiers have to be one of my favorite clone enemies in any FPS game. They're so funny and have a lot of personality.
