I imagine that even games (or whatever you'll call them) where you do nothing but walk around and watch things still have some unique advantages to movies. The player can walk around at his own pace, look at things from many perspectives and take as long time to watch something as he wants. You can't do that in movies, and if an author of a game (loose term) decides that's what he wants to take advantage of, then you can't quite blame him for not making a movie.

This can also be detrimental though. A movie can use its framing and pacing to help its storytelling and aesthetic. If you're gonna give that up you'd better have a good reason. There needs to be things to look at that can at least affect the player's perception of the story (if not the story itself), otherwise there's not point for them to be in control.
The simple feeling of being in control of point of view and pace can make the difference, imo. A lot of those gamies would make pretty boring, sloggish, monotonic movies regardless of how well they would be shot. But since they are made in a medium that is a little more immersive and manages to "stick someone to screen" better then movies do, it's not felt that much.

Pretty simple reason actually: you need talent, effort and a great idea to sell a movie for 10$
