It's only alive for a couple seconds, the second he starts chopping bits off it's likely dead or unconscious. What you're seeing are involuntary muscle spasms, nothing more. It's just fish. I have no issue with killing animals for food as long as they're actually eaten and not wasted.

I doubt it is "still alive" when he took off the internal organs and cut off the head. You can see the heart beating, but that's because heart isn't controlled directly by the brain. It can produce it's own nerve impulses needed to contract the muscles. Infact, even human heart can keep on beating after it has been removed untill it runs out of oxygen (probably within 10 seconds). Still, this is quite shocking.
No one watched the video or something? Almost everything except the flesh on that fish is poisonous. Even the blood itself is poisonous and that's why they keep it alive. When it's alive it can pump the blood out which saves them trouble of having to spend hours cleansing it. (I'm just pulling info out of my head but that's what I'm assuming happens). I'd also assume that it's like some seafoods where if you kill them before you prepare them the dish will be ruined.

And yes, that's the regulations for western countries. Consider this though: In nature animals with or without a sense of pain are torn in bits and eaten alive. Also, imagine your head chopped off while dazed and then being skinned. What would it feel like? I doubt you'd realize what's going on.
I have no problem with this for two reasons: It's a fucking fish, every fish that is caught usually suffocates to death so this is probably a lot quicker. It's their culture, no one has any right to tell them how to treat animals, organizations like PETA need to fuck off.
tbh literally all the complaints about this are from squeamish middle class kids when it's obvious the fish dies within less than a minute when most fucking fish take ten, twenty times that amount at least, let alone the hundreds of thousands of mammals who are pulled apart as they are alive on a daily basis with none of the precision of a chef. The only reason people find fault with this is because "eww he pulled the fish apart and it is alive! this is so disgusting!"
