He's talking about 3D hitboxes, not rendering code.
They are super cheap because it's just the distance formula in 3D. Most of the calculations are math.sqrt(x^2 + y^2 + z^2). There's also the cylinder hitboxes but those aren't that expensive either.

Probably started with them because they are mechanically simple and also used frequently in comp play
Maybe he will add more characters later
I really can't stand how downright broken melee is compared to smash 4 so I probably won't play this much, but damn, they did a good job.
