I don't trust anybody that does this.
one of my teachers has it like this and laughs off how i consider it weird.....
The weird thing is that it does make sense to have the taskbar to the side.
The majority of things to do in a desktop environment do are mainly in a top-bottom fashion (ie. reading or typing)
Moving the bar out the way gives you that extra vertical room that can be used for more useful things.
Especially now monitors are getting wider and wider. 4:3 and 5:4 monitors are relics of the past now.
All that said, my taskbar is always at the bottom. Period.
Cursor bottom-left to start doing things. Cursor top-right to stop doing things.

also in response to the taskbar comments when i was in my Web design class in grade 10 we used to put the taskbar at the top of the screen, lock it, then flip the display using the onboard graphics options to be Landscape (flipped) so it would appear as if the taskbar were on the bottom of the screen, but the mouse input was flipped as well so it'd confuse the shit out of people.

Soldiers should always have the right to go home, unless they are home. In that case, I think I might argue that they should still have that right. But I think that what you'll find is that soldiers on foreign soil tend to exercise that right to a staggering degree (likely less so when aiding in the defense/recapturing of allied soil), and soldiers on home soil tend to exercise it least, knowing what is at stake. We have a volunteer military (larger part than we expect of why it's the best in the world), except that if you decide you want to stop volunteering, you aren't allowed to, unlike any other volunteer group ever.
