US ordinance is littered with petty tales like this. the airforce was very obstinant to develope a solid fueled ICBM, if it weren't for Edward N Hall and his efforts to push the technology, we would have had an arsenal composed entirely of liquid fueled icbms that got rather unreliable as they aged and were just way more dangerous to handle because of the propellants or the way the army was forced out of early US space programs because the navy had a bigger budget, even while the army had a better rocket.
