Are front rotors particularly expensive or tough to replace? There’s a car I’m looking at which needs them replaced. Apparently everything else is fine, so if that’s all is it really a tough or expensive fix?

It's basic maintenance. It's one of the easiest things to replace really. You do want to know how to do it, but there's plenty of videos for that.
Will I need any special tools? Impact wrench? It will probably have to be jacked up I assume
Im not TOO knowledgeable on cars, but I do know more than your average “buy new after something breaks” person
Depends on your car. Breaker bar, torque wrench, possibly a few specific sizes of hex head socket/torx socket.
This video shows a lot of great information and pretty much everything you need to change your brakes. Also, don't only change your rotos, change the pads too

In addition to what everyone else said above:
The rotors probably won't come off without a fight, as they tend to get stuck in place. Some manufacturers include a threaded hole in the rotor itself - you screw a bolt into it and it pops the rotor off without much hassle. Otherwise, you'll have to hammer on the rotor itself to break it free.
So I did coilpacks today on my cop car, cause a misfire was starting to creep in on Cylinders 1 & 6, and I didn't do them when I got new plugs so I figured I'd stop being lazy and do it.
Sure enough someone unplugged Cylinder 5 just after I was done with everything and the car ran like ass. Someone also fucked up the gaskets on my EGR so it ran extra shitty and had a vacuum leak.
Who would do such a thing?
Impressive enough the car "drove" with 10 critical fault codes, and only 4 cylinders.

So this happened to me a couple weekends ago..
JB4 comes in! A fun little piggyback box that get get me a 30-100 extra vroom vrooms, depending on the map. It basically tricks the ECU to have to turbo produce more boost...up to a certain safe level.

After some fun finagling of cables into really tight spaces and feeding the USB and OBD cables through a little grommet in the firewall and up through the engine bay, everything was plugged in where it was supposed to be.

With the JB4 on I was excited to test it out, even on map 1, you can feel the extra boost. Car pulls a a little harder. I drove an hour South with a friend to go shooting, it was a blast on the highway. Leaving the range, the access road onto the highway was completely empty so I took the opportunity to use launch control and see how much faster it felt. Launch went great, but about 2 minutes later TPMS tells me my front right is low. I pull over off the highway and onto a small empty side road to check it out. First thing I hear when I turn off the car is a hideous hissing sound coming from the tire. She finds the hole quickly and my tire quickly and sadly deflates.

Thankfully I had my spare tire still...changed it out, but because the S3 is a little car, it has a donut. The drive back was painful. 50-55 in a 75 where you can get away with 90 MPH the whole way was painful. Now I know what its like to be that guy who drive painfully slow on the highway. I did manage to drive the little under an hour back and make it home safely. The donut looked ridiculous lol.

Thankfully they were able to repair the tire, I didn't want to buy another Pirelli P Zero because I plan on getting a set of Michelin Pilot Super Sports next month.

TL:DR: The day I put a light tune on my car, I ran over a nail or screw fast enough to eject it and flatten my tire an hour away from home. Limping home on a donut is the worst.

Terrible stickers aside the car goes great, needs a bit of love but I already love it. As for the exhaust shape the oval exhausts look pretty good that being said I dont mind the cannon but I may get one of these later down the track.

Remember to check your tires in this heat, good thing I was only going about 15km/h when it finally blew, I had started feeling the shakes during the day.

Honestly, nothing really jumps out about those photos. Make sure every button works, check under the engine bay and rear diff for any oil or fluid stains.

my brother was concerned about the small amount of rust near the trailer hitch, If I do see the car in person I’ll be sure to check that to see if it’s just the hitch or signs of something deeper like frame rust.

They only have to look at the exterior when they're mounting and dismounting. Interior? They're sitting in that shit for long periods of time.
Probably, their loss though, i got it for $800 with a perfectly working tbi-350/th400/np241 and despite the rocker's being non-existent the doors somehow have zero rust on the bottoms
