If I was a paranoid man I'd think my hospital was out to get me, financially.
Had a surgery done at the end of last year and received a bill for it afterwards, not too much after insurance. But every time I've ever tried calling them there's been one reason or another that I can't pay it. 90% of the time it's just been that no one picked up despite me calling during normal business hours, I recently got a hold of the billing department and was told that the bill does not exist in their system. OK, I'll see if I can call the surgical department directly bc sometimes the bills are in different spots, except oh, the name of the healthcare provider you are searching for is not in the automated system. That's OK - I'll just listen to the listing of every surgeon in the building to find it except oh, the line is borked and trying to listen to that just sends you back to the menu as if you'd just dialed the number. But wait! I can just speak to a live representative! I'm saved! But oh - "I will not be in the office from [day i'm calling] to [a week from now]"

That could have an influence on the situation, though the issue seems to persist even without the 4GB patch. I can only assume you're running on Windows 10, and most of what I've been reading has shown that New Vegas and Windows 10 don't like to get along very well.
Oblivion's got its own problems on Windows 10 as well, but they seem to be less consistent compared to Fallout 3 and New Vegas.
Hell, the only major bugs I've come across with Oblivion on Windows 10 is the occasional crash when switching into different areas (though that's been around since forever) and the constant CTD when exiting the game (which just comes across as redundant for a crash).
