Yeah but I'm asking why he thinks they're not scary, not just that it's his opinion.
The Weeping Angels and the Vashta Nerada were both designed to be overtly scary though. Daleks are more intended to fulfil the same purpose as Storm Troopers as what are essentially space nazis, though less inept. I do agree they've become somewhat trivialised in recent years as a side effect of spotty writing in recent series. But I don't think there is anything wrong with the Daleks themselves as such, I think we just need more episodes like those in the first season which actually demonstrate why they're a threat rather than just relying on assumed knowledge so they can play up how much of an untouchable god hero the doctor is. But having them say exterminate less will not make Daleks more menacing, nor will changing their iconic design. They need to stop contriving reasons for entire armies of them to be wiped out in a single stroke and go back to episodes where even just a few of them pose a significant threat, even to the Doctor.
Scripting has definitely been an issue for a massively long time in the series, and I do agree that even with the existent design it could be vastly more effective, however it is still interesting to theoretically discuss how they would have behaved if they were redesigned. Cybermen got a serious tune up and started looking a lot more iron man ish for example. I do remember that in one of the first modern Doctor Who episodes with the Dalek the Doctor was visibly scared shitless even from a single half dead Dalek, which is sort of the reaction and the attitude that they are supposed to generate to begin with.
Dalek was a fantastic episode. It was before you had capsules containing every Dalek ever made, power ranger Daleks and all the other ridiculousness.
Yes, which is why it's lasted as long as it has. When you lack budget you need good writing, good actors and charm.
