This is how a lot of modern pop and rap artists market themselves, by doing ridiculous and silly stuff like this that is dumb because kids will meme it up. Memes are modern youthculture and kids love to flock to stuff like this because they find it funny and amusing, not because the music is particularly good. Not really something new either, the hair metal of the 80s was all about having a flashy image with brainless, washed down rock music playing a second fiddle to it all.
Kanyes part is so fucking good not a big fan of Pumps but his part is the one that gets stuck in your head
