The bottom bit of gibberish but it sounds like they might be misinterpreting a real phenomenon where the electric/gravitational field due to a moving charge/mass acting on some other test charge/mass will actually pull towards where the moving charge is at the instant of measurement. But that's kind of a fluke of the computation, and it doesn't mean there's any instantaneous communication going on because if the moving particle changes direction, the effect on the test charge/mass will only update at the speed of light.
