My take on it is that it's not disrespectful to laugh about the events in which a person dies, because it's not the same as laughing about the victims themselves or their death.
Also 9/11 is a special case that affected so many people that it got pushed and used in so many different agendas and contexts that it lost its emotional weight to many people.
But mind you, people were cracking jokes about the Titanic a long time ago.
Titanic is sadly nothing more than a commercial brand name at this point.
