16 is the age of consent in Britain. It's also the age of consent in the majority of US states. It's depicted as bein 18 in your media for two reasons; the age of consent in California is 18, and the age at which a person can legally take part in pornography is 18, and media companies would rather be safe than sorry with depictions of sex. The age of consent in Ireland is 17.

Is there a higher age of consent based on location? I know the federal age of consent here in the US is 12 too, but that’s pointless since all states have it much higher

No sadly. The laws and processes here in general are severely inconsistent, outdated and a lot of it get overlooked. Most of it just hinges on the fact that if the authority and judge/jury involved in unfortunate cases actually have any shred of empathy and logic behind any incidents. For non-rape cases, I had two classmates in elementary who were just 13-14 at the time, they had sex sometime during the school year. After a month when it was found out the girl was pregnant, they both dropped out of school to focus on taking care of the baby. They never got back to studying iirc, being mostly supported by their parents and the guy finding some labor work down the road. It's a bit of an issue both stemming from culture and skewed priorities.
