Because they shorted out the positive and negative power lines.
More correctly, it shorted between phases.
I was sat for about 30 seconds trying to remember the right terminology for AC power.
I dunno jackshit about how powerlines work, but I guess the balloons let the current from different lines go through into each other
it's like when you touch the two sides of a battery together and you get a little spark, except in this case the voltages are upwards of 11,000V and the currents are just as insanely high.
