Duke Nukem Forever was crippled by a troubled production and masses amounts of development and evolution of the FPS genre. Depending on Valve's handling of the development of HL3 it's not going to have the same problems as DNF.

DNF had 4 weapons pre-patch.
The regen health and QTE's don't hide it from at its core being a HL2 clone. It's a slower paced shooter that's based around travelling through linear sections without taking control from the player. Vehicles and physics based puzzles are used to keep the game less tedious, though not always to effect.
It's a game that probably would've received higher praise if it had been released in 2007, when it was made. The regen health and QTEs were added later to fulfill the modern day shooter obligations and to look more current for younger players. I'm not saying that's a good thing, I'm just explaining the reasoning.
