I think it would be just the cut out and black all around so it wouldnt look like that really ...probably? Or because the light still is cached by the lens it wouldn't
work at all (?).

THe bokeh is shaped based on how light enters the lens and sensor. So putting a piece of paper over creates bokeh that is shaped like whatever is cut out. I am not too knowledgeable but this is why some cameras have round bokeh while others hexa/octagonal shape. I think it's based on shutter shape by default.

Cameras have apertures. They adjust how much light reaches the camera sensor.

The more open an aperture is, the shorter the depth of field of the photograph will be, because it decides how paralell the light rays hitting the sensor is. The more open it is, the brighter the photograph will be, or more exposed.
The shape of the aperture decides the shape of the bokeh, or blur-dots, because that's the light that's let through the sensor. Interestingly the iris of our eye works the same way, so if you blur your vision or you're near-sighted and take off your glasses/contacts, you can go out in the night and experience a world of iris-shaped bokeh.
Putting those papers in front of the lens does the same thing, in essence.

I tried it, looks the same. So it works. But my cut out was terrible and the pictures came out shitty. So I just gave up. Ain't nobody got time for that.

The one in the show. It's not force fed to you, you sort of have to figure it out for yourself *SPOILERS*
