The guy's fixing the power line and some scumbag (judging by the hat) turned on a generator while he was fixing it. That somehow made electricity flow through the wire and kill "Derp the wire guy."

they're really getting bad at this. gamefreak ported a few songs to test out the sound capability of the new console they were developing for, so that they could see what they were working with. if you listen to the tracks, they're really unpolished. it was a soundtest.
