It's, as has been said, a SHAFT school. The whole world is a SHAFT world. It's all purely SHAFT... It's an original anime in other words, no adaptions whatsoever.
So SHAFT is just having fun doing what they like and stuff all sorts of weird shit into the show.
I personally don't think it's very good yet though. It's pretty badly executed sound wise and drama wise. There is no life in the show. But hey, only 2 episodes so far.

And the cutting and what they did was really boring. 60% of the whole battle was her just shooting and shooting and we saw only her shooting and there was this tame shooting sound deafened by the music.

It annoys the fuck out of me that the Madoka OP sounds like 50 other OP songs in the start, as well as sounding like some Aya Hirano imitation song.
