No she's just leaning forward and the lens seems to be getting a slight fisheye effect. It's not just her arms, everything behind her seems a tad too small.

Yeah, because lots of teenage girls are experts at Photoshop. It's not that different hair, clothes, and angles can change the way a person looks in a photograph. It's a lot more likely she took hours and hours shopping all her pictures and then putting them on the internet and just let one go normal for the hell of it than that she has one really shitty picture.
