Windows makes their own things to work on their own OS. yes. Does that change the fact that the main group of developers see the Windows... thingies... as the standard? No.

Basically, POSIX is a standard of how assembly code is supposed to "work", so if you compile some software on a POSIX compliant system, it'll work on any other POSIX system. Some examples of POSIX compliant systems are Mac OS X, Linux, BSD and Solaris.
