If we don't count the OVA's, yes. The main weakness was probably that they made a follow up story that repeated parts of itself in every episode making goddamn annoying. Why couldn't they just run a couple of full episodes with a consistent story rather than split it up?
Probably to save budget (since they re-used a lot I mean to pick up from where they left).
It's sad that it didn't sell well enough destroying more or less all possibilities of a new season, but eh, 3 seasons is a lot and I can't complain about that.

With the sudden death of Satoshi Kon I guess I will watch the rest of his works that I haven't watched after I finish Fancy Lala, watch Golden Boy and ... What was it I was also supposed to watch that was short and sweet and in OVA? ... Forgot. I don't think it was Ruror ororrooro kjensjenisii (even though I will watch that some time too).
Well if I don't remember what it was then I will watch his works (Tokyo Godfathers, Perfect Blue, Millennium Actress and Magnetic Rose/Memories that he wrote) after Golden Boy.
But now I need to catch some sleep.

Aeka's arc was good, as was student council bitch arc. Nekoko arc was shit.
The only good route was Aeka's, and that was bad on its own.
