It's just fictional characters rendered through pixels or crayon/ink or actors that are tired and got some makup on them.
I've actually never heard of anyone that are afraid of standard zombies. Or zombies really. The only zombies I've heard people are afraid of are zombies like the Fast Zombies in Half-life, but that is more about the sound and SHOCK factor. But I'm not saying people aren't afraid of them though, that goes without saying with the whole thing being a franchise, but I've never actually heard of anyone or witnessed anyone that are afraid of zombies beyond "It would be scary in real life".
A zombie isn't very dangerous because it is way too slow and harmless to do anything unless it is in a big flock and you are in a corner.
