No, it's not very different. There is on the other hand more moè cute crap than robots and super heroe-like people that just defeat bad guys.
I personally think the moè crap is better than super-men crap.
It does distract from the main character, and you focus more attention on the girls than on the real thing. Imo.
Mostly when it's done overly, like Highschool of the Dead.

Well, their actually reason for the character design (whether it is an excuse or not is another thing though) is that it allows them to put in as much animation into it as possible.

Excuse or not, I really like that artstyle. Good thing it will also increase the animation quality, even though Gainax is already known for making fluid animation.
