Fred dieing does not magically remove ALL the happy memories he has had with George, the sadness may mean for a while the sad ones are prominent, but the happy times are still there, and will be more prominent as grieving goes on.
Either way it wasn't me who said it, those are actually JK Rowlings (paraphrased) words. There's a bunch of them like that that answer some questions about what happens after the books.
Actually, your point doesn't make any sense. What it's saying is that since all of George's happy memories involve Fred, every time he tries to use one he fails because he remembers that he's dead.

I was talking speaking from personal experience, loosing someone can feel like you are dead yourself at first, but over time, you find yourself able to remember the person for the times had together, for all the happy times, yes they are dead, But eventually, you can move past that, and concentrate on the good about the person, will never be the same or AS happy about it, but never be able to remember a person happilly not true. But this is JK Rowling's world, it could be patronus's work weirdly in regards to memory, though I would have thought that meant Harry's good memory of seeing his parents should fail when he remembers they are dead.
