If you're talking about Click (which I'm pretty sure you are), the guy who gives Adam Sandler (can't remember the character's name) the remote is the Angel of Death. He says so at Sandler's character's father's grave. Despite this, there is a possibility he could be God (I wouldn't put it past God to not reveal who he is to a mortal).
I also believe the purpose of the remote is to tell us that every second we have is special. We should appreciate each moment we have with the people we love, because soon enough they'll be gone forever.

That's very touching, but I'd rather have a remote that can change time, than a lesson learned from the angel of death.
