The normal definition of touching is being in fysical contact with someting. So you could say that you are touching something if there is no space between you and the object you are touching. However, this is incorrect as there is always space between two items.
So yeah, the correct definition of touching would be "to be in such close proximity to an object so that the electrons have a measurable force on eachother"
And yet still this definition is not quite corect since this only applies to a touch by a human being. Since inanimate objects have no way to measure the force being exerted on them, they are either never touching (using the normal definition) or always touching since the electric field of an elektron never completely becomes zero, just infinitesimally small
