I do believe it is a beta screenshot. In addition to obvious texture differences, if you look closely you can see a school bus. GTA3 was originally going to include schoolbuses and children, and indeed, one mission would involve exploding a schoolbus full of children.
That was, obviously, cut from the final version, along with many things. Specifically, there were several missions performed for a terrorist named "Darkel", including flying a Dodo plane into a building. This, specifically, was cut, along with Darkel's entire line of missions, and certain other modifications were made, in the wake of the 9/11 attacks.
