The answer is always to disable the h.264 inloop deblocking filter, it performs some motion estimation operations or some shit that takes a shitload of CPU time. It's in FFDSHOW Video Decoder settings.

I like to call them retarded though. Anime dubs (Well, dubs in general, with very few exceptions) suck major balls. Dubs remove all original atmosphere, hardly ever manage to lip-sync well, the voices fails to fit the person 99% of the times, the voice acting sucks in general, they fail hard at conveying emotions, can hardly even call them voice actors and you can usually hear a clear difference in sound quality between the original sound effects that are left in and the new sound effects and voices that are dubbed in.
