I found that whenever I download stuff through my PS4, the speed slowly but surely decreases over time (could be over 30 minutes or sometimes even 5) but I did find that if you use the 'test connection' option - it speeds it up a bit, before falling again. That and occasionally using the "Disable connection" option fixes it sometimes.
It's annoying that I can't just sideload games etc like I could on my Jailbroken PS3. Download it on a faster, more stable connection on the PC and just 'install' it on the PS4. I don't see the problem as if it's done right - it wouldn't be a door to piracy (encryption etc) but hey- ho just Sony putting the priorities in the wrong places again.
