The context of this meme is usually confusion/lack of clarity, in this case it's poking fun at the sudden openness of Fallout 4's world after leaving the Vault at the start of the game, and not knowing what to do (though to be fair you're subtly directed towards a nearby town right away).
Personally I prefer edits of other moving scenes or animations [URL="https://i.imgur.com/1JKeHct.gifv"]like so[/URL].
