I wrote a long ago a batch script (and still update it sometimes) with context menu button for it using ffmpeg. This is the most braindead solution.
As a bonus if you use ShareX you can just press "Convert and upload" and wait. Then ctrl+v it wherever.

Usage, extract somewhere and then run "convert_registry_add.bat" to get these 2 buttons in your r-click context menu:

So next time you want to upload that 100mb gif, please r-click it and press one of those buttons.
EDIT:
If you don't want to add buttons to context menu, you can just throw a file you want converted at "convert.bat" file.
For example if you have "bigass.gif" it will create a "bigass.gif.webm" next to it.
This works for most video formats with sounds and whatever. It also has some code to hardsub subtitles if you try to convert mkv file, but that's not really that useful.

Replace .gif extension with .webm in the url
Put it in [noparse][vid][/vid][/noparse] tags
