I think it shouldn't be bannable, since it raises awareness that the mod might be abusing his powers, or breaking the rules. Thus the reporting is to get this mod to get his modstatus removed.
Just my 2 cents.

it doesn't really make sense as a rule, plus I think if you report a mod that particular mod shouldn't be able to see it, because they obviously have a bias
maxof2ds is my favorite mod and he is the best and he is handsome and I don't like when we talk about Max because banning streaks happen.
