Remove currency and capitalism, instead have everything (Food, housing, jobs) government supplied. Slowly make religion and ignorance illegal. Enact Eugenics to weed out the less intelligent. Make scientific advancement the new paradigm through propaganda and strict new laws. Think about it, in a world where everybody blindly follows the government, and the government has free reign over all the earths population and resources, we could really get shit done. Unlock the mysteries of the universe, transcend human limitations and all that. Of course, your leader would have to be absolutely incorruptible. You'd have to put a machine in power, since machines don't suffer from greed.
