There are translation devices in the omnitools. This is explained in the in-game codex.

I mean, the reason all the Ork stuff looks like shit is because it [i]is[/i] truly shit; but Orks have latent psychic powers which force their contraptions to work as long as the Orks think they should. So they're essentially viking berserkers crossed with Peter Pan.
Then there's a fatass, cigar chomping commander who's supposedly so good at coming up with brilliant tactics that he can regularly pull off hiding tanks behind waist-high fences and lampposts.
And there's a guy in the Imperial Guard who's so good at fighting Orks that he tore off an Ork arm in battle to replace the one they just tore off him. Then, when Orks started saying he could kill with just a glance due to how well he fought, he got a cybernetic laser eye implanted just to prove them right. And, in some versions of the game, if he gets killed while fighting an Ork army he has a chance to get back up and fight some more because [i]the Orks can't fathom that they actually killed the guy so much that their psychic powers retroactively alter it so they didn't.[/i]
