There was no Outlast 2!! The DLC was pretty crazy though. I dunno if I would call it scarier, but it was definitely a whole lot more fucked up.

Definitely the only game I've played where the main character (Outlast DLC spoiler!!!) [sp]almost had his taint cut open to be used as a vagina[/sp] so yeah.
I thought Outlast wasn't scary in the slightest, but the tone and pacing was great.
