Not really. But the expenses for going there is covered. Even the books now. It is also a course everyone goes, so not having it on your CV can hurt your chances for job a lot.
You can decide not to go there, but there is absolutely no reason not to. It's plain stupid unless you have it all covered with big business men or something like that.
In other words it's half-obligatory and paid by the government.
